Project Overview
All new facilities must be designed in accordance with the District’s Standards and Specifications. To help streamline the application, plan review, and construction process, reference materials are provided below. Developers are encouraged to review these materials and contact the District early in the project design phase to help avoid delays.
Please note: Persons found using water from any District fire hydrant, infrastructure and appurtenances without authorization by the District will face penalty charges of up to $10,000 plus damages and cost of water stolen, as outlined in District Regulation No. 5.
All new connections to District facilities require connection fees.
Facilities Reserve Charges (FRC) help fund the water system capacity needed to serve new development. These fees ensure that new projects pay for the construction, expansion, and financing of water supply, treatment, and distribution facilities. This ensures the system can support increased demand without impacting existing customer rates.
Main Extension Reimbursement Assessment (MERA) charges are due for new development connecting to water mains that were previously constructed larger than needed to serve the original project.

Project Deposit
For Single-Service New Construction

- Provide a deposit of $5,000 (checks only**) to be applied towards administrative, engineering, and inspection costs.
For Commercial, Minor Subdivisions, or Light Industrial Properties

- Deposit of $10,000 (checks only**) to be applied towards administrative, engineering, and inspection costs.
For Subdivisions or Industrial Properties
To ensure sustainable groundwater management, the District requires new developments to install monitoring wells based on the number of residential units in accordance with District Regulation No. 10.

Additional deposits may be necessary throughout the project. Charges applied to the deposit are based on time and materials.
**Please make checks payable to Diablo Water District. They can be mailed to P. O. Box 127, Oakley, CA 94561, or dropped off at the District’s office located at 87 Carol Lane, Oakley. Please include the original signed application envelope. Please include an email address, and we will email the receipt.
New Service Inspections
Final Meter Inspections may be requested once the following requirements are met:
- Connection fees to the District and CCWD have been paid
- Meter, MXU, PRV, Backflow/Passive Purge installed according to the District’s Standards and Specifications

Backflow Testing
Final Backflow Testing may be requested once the services have passed final inspection.
Please send the backflow testing schedule to inspections@diablowater.gov. Please allow for 48 hours notice prior to testing.
Backflow Testing Process
- Diablo Water District will unlock and turn on the water service by 12:00 pm on the day of testing. Service at the Number 2 Valve will remain off.
- If testing fails, Certified Backflow Testers must notify the District at inspections@diablowater.gov
- Certified Backflow Testers must submit Certified Testing Reports no later than 8:00 am the following day after the service is unlocked. Reports may be submitted in person at 87 Carol Lane, Oakley, or by email at inspections@diablowater.gov.
- If Certified Testing Reports are not received by 8:00 am the next business day, service will be turned off and locked. Re-testing will be at the developer’s expense.
- Once Certified Testing Reports are received, service will be transferred to the Developer, and billing will begin the same day.
Any tampering with a service that has NOT been unlocked by a District employee will be charged a tampering fee in an amount up to $10,000 per service. If there are any questions whether a service is permitted to be used, please email inspections@diablowater.gov
